
Nadra has introduced a streamlined process for issuing Computerised National Identity Cards (CNICs) to those seeking first-time registration without a birth certificate. This initiative, valid until December 31, 2026, will only be available under strict verification conditions approved by the Nadra Ordinance of 2000.
For the first time, individuals aged 18 or older who are applying for their initial CNIC can do so with existing records and mandatory biometric verification from already registered immediate family members. Per Nadra’s guidelines, a married woman must provide either a valid local government Nikah Nama, her own or one parent’s National Identity Card (NIC), as well as the husband’s or at least one sibling’s CNIC.
For unmarried women of the same age group, only their parents’ and biometric verification are required. A male applicant above 24 years old will receive a CNIC if at least one of their parents holds an active CNIC, along with another sibling having a valid CNIC. In cases where both parents or the husband have passed away but still exist within Nadra’s database, authorised officers may grant exemption from biometric verification under stringent record-based checks.
Nadra has also announced that non-smart CNICs applied for through the standard process will be issued without any additional fees. Once enrolled in the National Identity System, parentage, date of birth, and place of birth details shall not change nor be altered after their initial recording.
To assist applicants, Nadra encourages them to ensure all provided information is accurate at the time of registration. Citizens are advised to visit their nearest Nadra registration center for assistance with this streamlined process within its set timeline.
