Pakistan Announces Updated Export License List for Nuclear and Biological Weapons

GOVERNMENT OF PAKISTAN

In exercise of the powers under the Export Control on Goods, Technologies, Materials and Equipment related to Nuclear and Biological Weapons and their Delivery Systems Act, 2004 (SECA-2004), the Government of Pakistan has notified the updated National Control Lists of items requiring an export licence from the Strategic Export Control Division (SECDIV), Ministry of Foreign Affairs. The updated lists have been published in the Gazette of Pakistan vide S.R.O. 1977(I)/2025, dated 13 October 2025, and are available on the website: www.secdiv.gov.pk.

First issued in 2005, the Control Lists were subsequently revised in 2011, 2015, 2016, 2018, and most recently in 2022. The latest update ensures continued harmonisation with control lists maintained by the Nuclear Suppliers Group (NSG), the Missile Technology Control Regime (MTCR), and the Australia Group (AG).

This revision was part of SECDIV’s regular review process, conducted in consultation with relevant ministries and departments, to ensure that Pakistan’s national controls remain up-to-date, effective, and aligned with international standards.

This notification underscores Pakistan’s resolve to further strengthen its export control regime. It reaffirms the country’s role as a responsible technology-holder state, firmly committed to non-proliferation objectives and fulfilling its international obligations.
