Punjab Governor Maryam Nawaz Sharif: Two-Year Review Highlights Delivery Over Promises

As the Punjab Government marks two years of governance under Chief Minister Maryam Nawaz Sharif in February, a measured assessment reveals significant strides in public administration. The province’s leaders have embraced a governance model centered on technology, transparency, and effective service delivery.

Over these past two years, the Punjab government has implemented structural reforms through the integration of digital systems across various departments. This modernization effort aims to reduce discretionary power, align provincial administration with global practices, and establish greater accountability. Other provinces are now examining Punjab’s governance framework, which is increasingly being used as a benchmark for best practices.

One notable aspect of this transformation involves prioritizing project execution over mere announcements. Previously, projects often stalled at planning stages; however, under Chief Minister Maryam Nawaz Sharif’s leadership, initiatives have been designed to be completed within specific timeframes. This shift emphasizes measurable performance and tangible results, rather than symbolic gestures.

Innovative digital tools such as the e-Filing and Office Automation System (e-FOAS) have reshaped administrative processes in Punjab. Key functions—such as employee leave management, postings, transfers, and pension cases—are now consolidated on this integrated platform. These reforms not only improve internal efficiency but also strengthen oversight and accountability.

The introduction of e-FOAS has fundamentally altered the transparency and speed of government operations. Traditional file-based systems have been replaced by paperless workflows that facilitate real-time tracking and monitoring. Development projects are assessed against defined schedules, minimizing delays and reducing the risk of funds being misused. This shift has fostered a culture oriented towards performance within bureaucratic institutions.

Third-party validation of development schemes is now mandatory to ensure public funds are used efficiently and responsibly. Concurrently, the e-Biz Portal simplifies regulatory processes for businesses by providing online access to No Objection Certificates (NOCs). By eliminating repetitive office visits and discretionary decision-making, the portal reduces opportunities for corruption while enhancing the ease of doing business in the province.

Digitization has also transformed Civil Secretariat operations across Punjab. Paper-based workflows have been converted into digital systems, leading to significant administrative cost savings and improved record management. E-FOAS enables digital monitoring of files, promptly flagging delays to senior management for timely intervention and corrective action. This level of oversight represents a substantial stride towards responsive and accountable governance.

Public procurement reforms have also followed a comprehensive path, digitizing the entire cycle from advertisement to contract award through e-Tendering. The system enforces compliance with procurement rules, safeguards data integrity, and minimizes human intervention. Open access to tender information and digital bidding promote competition and transparency, resulting in notable savings for the public exchequer.

To support this transition, 14,216 officials from 6,641 offices across Punjab have been trained in e-procurement procedures. These measures highlight Punjab’s commitment to modernizing its governance framework and establishing a transparent, efficient administration that aligns with contemporary global standards.
