CCP Approves Pak Arab Fert’s Acquisition of Pakistan Oxygen’s CO₂ Plant

Approves LCO2 Plant Acquisition

The (CCP) has approved the proposed acquisition of the liquid carbon dioxide plant by Pak Arab Fertilizers Limited from Pakistan Oxygen Limited. This decision follows a Phase-I review under the 2010 Competition Act.

Pak Arab Fertilizers Limited, a wholly-owned subsidiary of Fatima Fertilizer Company Limited, seeks to acquire the LCO2 plant through an Asset Purchase Agreement dated February 4, 2026. The CCP’s assessment found that the transaction involves a horizontal merger and would not significantly alter competitive conditions or market concentration.

The Commission concluded that the acquisition does not create barriers to entry for other participants nor significantly enhance market power. No evidence suggests that competition will be substantially lessened or distorted in the relevant market.

This approval underscores the CCP’s commitment to facilitating legitimate business transactions while ensuring competition, market efficiency, and consumer welfare remain protected.
