
French President Emmanuel Macron addressed the nuclear landscape in a pivotal speech this week, underscoring France’s commitment to bolstering its arsenal amidst heightened tensions across the globe. In an exclusive statement from Ile Longue, France’s nuclear submarine base, he outlined dramatic steps intended to reinforce European security and deter any future threats.
Macron’s remarks followed recent US and Israeli strikes against Iran, which have escalated the volatile situation in the Middle East. The president also noted that Russia’s ongoing conflict with Ukraine has deepened his concerns over a weakening Washington’s commitment towards Europe.
His speech marked an update on France’s nuclear doctrine, specifically addressing the intensifying threats emanating from multiple fronts. “We must strengthen our nuclear deterrent,” he declared, emphasizing the need to integrate this strategy within the European continent while respecting sovereignty.
Macron introduced what he termed as “advanced deterrence” and outlined a series of concrete measures aimed at bolstering Europe’s collective security posture. His announcement came in response to growing concerns from allies about potential vulnerabilities should France’s anti-establishment National Rally party, led by Marine Le Pen, succeed in the upcoming presidential elections.
“We must upgrade our arsenal,” Macron stressed, ordering an increase in the number of nuclear warheads within France’s stockpile. However, he indicated a shift towards withholding details on his country’s nuclear capabilities, maintaining that Paris’s fourth-largest arsenal (with approximately 290 warheads) remains classified.
Macron highlighted talks held with various European nations including Germany and Poland over how to deploy France’s atomic arsenal for enhanced security. On Monday, he announced that eight countries had agreed to participate in a “proposed” advanced nuclear deterrence scheme: Germany, Britain, Poland, Netherlands, Belgium, Greece, Sweden, Denmark.
These participating nations will be enabled to host French strategic air forces, which Macron posited would allow the groups to “complicate adversaries’ calculations” by spreading them across Europe. Additionally, conventional allied forces might join in France’s nuclear activities, including recent exercises involving British military participation.
Macron also warned of potential destabilizing effects from a widening conflict between the US, Israel, and Iran, noting that should this situation escalate, it could spill over to European borders. The French president highlighted Iran’s residual nuclear and ballistic capabilities as a lingering risk despite past negotiations and agreements.
Heloise Fayet, from the French Institute for International Relations, and Claudia Major of the German Marshall Fund of the United States warned of the necessity for greater political integration within Europe for a cohesive deterrent strategy. They suggested France develop its own distinctly European nuclear strategy rather than rely solely on an American model.
“This era of strategic complacency is over,” they asserted, emphasizing that any future deterrent should not be outsourced to America’s influence but developed independently and according to regional needs.
Ile Longue serves as home base for France’s four ballistic missile submarines – Le Triomphant, Le Temeraire, Le Vigilant, and Le Terrible. Each submarine is permanently at sea to guarantee nuclear deterrence capabilities.
