Irrigation Reform Plan Under Fire at Stakeholder Workshop

Workshop Highlights SWAT Project Achievements, Challenges

Farmers at a stakeholder workshop for Sindh Water and Agriculture Transformation (SWAT) project expressed concerns over inefficiencies in the province’s irrigation system. Officials highlighted ongoing reforms.

SIDA Chairman Qabool Muhammad Khatiyan stressed need to include water conservation, pollution control alongside productivity targets. He acknowledged irrigation development work carried out by the Sindh government, including rehabilitation of Phuleli Canal increasing its capacity to 20,000 cusecs and improved delivery to tail-end areas boosting rice production by 60%.

World Bank Task Team Leader Francis Onimus emphasized efficiency as key focus for SWAT project aiming at higher productivity with lower water usage. Project Director Jamal Mangan noted delays in rehabilitating Akram Canal due to design revisions but tenders have been opened.

SIDA Project Coordinator Nazir Essani said three years into the project, visible progress on some components remains limited despite completion of preparatory work like feasibility studies and training programs.
