WEB DESK: The Lahore deputy commissioner has issued a 12-point code of conduct for Basant, the kite-flying festival scheduled from February 6 to 8. This directive applies to all areas within the city, including rooftops and buildings. Authorities warn that strict legal action will be taken against anyone found violating the Kite Flying Act or prescribed safety rules.

Under the new code, district officers and police are empowered to inspect rooftops for compliance with the safety guidelines. Dangerous strings like metallic, chemical, and nylon kite materials have been banned in the interest of public safety. Violators will face immediate registration of FIRs and strict legal action.

The deputy commissioner has directed authorities to ensure the mandatory installation of safety rods on motorcycles throughout the city. Aerial firing and sound systems that disturb public peace during the festival remain prohibited. Kite flying near airports, other sensitive installations, and rooftops declared unsafe for kite-flying have been banned entirely.

Rooftop owners are personally responsible for ensuring safety arrangements and will be held accountable if an accident occurs. The use of unsafe rooftops has also been strictly prohibited. Parents have been urged to supervise their children closely during the festival, while a robust citywide monitoring system remains in place throughout the celebrations.

The deputy commissioner reiterated the administration’s commitment to hosting Basant safely and peacefully, emphasizing that all available resources will be utilized for this purpose. Citizens are called upon to cooperate with authorities to maintain an orderly environment during the cultural event.
