Punjab HR System to Go Paperless: Chief Secretary Pushes for E-Governance Revolution

Punjab Chief Secretary Zahid Akhtar Zaman has called for the implementation of a paperless human resource management system across the province, aiming to enhance efficiency and transparency in government operations.

Presiding over a meeting in Lahore on Tuesday, the chief secretary announced that annual confidential reports, leave applications, transfer orders, and pension processes for government officers and employees would now be integrated into the e-filing and office automation system (e-FOAS).

Zaman emphasized the need for reforms to boost departmental efficiency and improve service delivery. He highlighted how e-procurement and paperless systems have already brought innovation and transparency, stating, “The elimination of traditional file systems has reduced costs and increased the speed of work.

He urged all departments to activate their websites, ensuring that information and services are easily accessible to the public online.

Discussing the annual development programme, Zaman directed officials to adhere strictly to timelines and ensure the timely, transparent use of allocated funds. He also stressed the importance of third-party validation for development schemes to guarantee quality and transparency, particularly in construction projects.
