Sindh Government Introduces New Motor Vehicle Fitness Certificates and SOPs

The Sindh Government’s Transport and Mass Transit Department has announced the introduction of new Motor Vehicle Fitness Certificates and updated Standard Operating Procedures (SOPs) for Motor Vehicle Inspectors (MVIs), set to take effect from December 1, 2024.

The new fitness certificates will feature barcodes and modern safety measures to enhance vehicle fitness and road safety. The key objectives of these measures are to reduce environmental pollution, prevent the issuance of fake certificates, and increase government revenue.

Provincial Minister for Transport, Sharjeel Inam Memon, emphasized that these initiatives are designed to ensure road safety and improve vehicle fitness standards. The measures also aim to standardize the certification process and maintain accountability.

To ensure uniformity in the issuance of certificates, detailed SOPs have been issued for MVIs across Sindh. The Transport Department will notify the public of the cut-off date for the new certificates, after which all old fitness certificates will be considered invalid.

The department will also seize all old records across the Motor Vehicle Inspection (MVI) wings in Sindh and maintain a centralized database for fitness certificates using an Android application. To ensure compliance, law enforcement agencies, including traffic police and district SSPs, will be involved, and regular snap checks will be conducted. Strict disciplinary action will be taken against inspectors involved in issuing fake certificates.

A public awareness campaign will be launched through print and electronic media, and meetings will be held with transport associations to educate the public about the changes. In Karachi, dedicated locations in Saeedabad, Malir, and Keamari will be allocated for complete vehicle inspections, and similar facilities will be set up in other districts.

The city will be divided into two zones—East and West—for better management, with a focal person overseeing operations in Karachi and providing monthly progress reports to the department.
