CCP Approves CCP-LCO₂ Plant Acquisition by Pak Arab Fert

Approves Acquisition

The (CCP) has approved the proposed acquisition of the liquid carbon dioxide (LCO₂) plant by Pak Arab Fertilizers Limited from Pakistan Oxygen Limited. This decision follows a Phase-I review under the Competition Act, 2010.

Pak Arab Fertilizers Limited, a wholly owned subsidiary of Fatima Fertilizer Company Limited, seeks to acquire the LCO₂ plant pursuant to an Asset Purchase Agreement dated February 4, 2026. The CCP’s assessment found that the transaction involves a horizontal merger and would not significantly alter competitive conditions or create barriers to entry.

The Commission concluded that the acquisition does not enhance market power or distort competition in the relevant market. Approval was granted under Section 31(1)(d)(i) of the Act, reflecting the CCP’s commitment to protecting competition, market efficiency, and consumer welfare.
