The Capital Development Authority (CDA) informed the Islamabad High Court (IHC) on Tuesday that paper mulberry trees were being removed in the federal capital with the approval of the competent authority. The CDA submitted a six-page reply challenging the felling of these trees, which had been ordered by the IHC to form an environmental committee in 2022 comprising representatives from various institutions including the Environmental Protection Agency (EPA).
The committee held meetings in 2023 to address pollen allergies and conducted a public hearing thereafter. Scientific research supported the removal of paper mulberry trees as part of measures to curb pollen allergies, with journalist Saleem Safi highlighting the issue in an article published in 2024, leading to Prime Minister’s Office directives for appropriate measures.
The CDA stated that the decision was not made hastily but after consultations, research, court directions, and meetings. Final approval came from the Prime Minister’s Office. Eco-friendly replacement trees are being planted as replacements for removed paper mulberry trees. The authority noted that tree-felling activities were conducted through regular and transparent tendering procedures, with aggrieved parties having the right to seek legal remedy.
The CDA also mentioned that in 2022, along the Islamabad Highway, paper mulberry trees had been removed, which were replaced by eco-friendly trees. Regarding the construction of the Marka-e-Haq monument, the government approved the project and transferred land to the Ministry of Planning prior to its commencement. Trees from the site were relocated to other areas, including Shakarparian.
In response, the CDA requested the court to dismiss the petition seeking a halt to tree felling.
