Sindh Approves First Transgender Education Policy Draft

Sindh’s Education Minister Syed Sardar Ali Shah has approved a draft of Pakistan’s first-ever Transgender Education Policy, aimed at ensuring greater inclusivity for transgender individuals in the education system. This pioneering policy proposes adding a distinct category for transgender students on admission forms and reserving job quotas for transgender teachers.

The draft now awaits cabinet approval for legal enactment.

The initiative follows a 2023 census indicating Pakistan’s transgender population at 20,331, though NGO estimates place it closer to 250,000. USAID research highlights that 40% of transgender individuals lack access to education, with societal prejudices and financial challenges cited as primary barriers.

To address these issues, the policy plans to establish special schools, non-formal training centers, and skill development programs, fostering a harassment-free educational environment. Public awareness efforts and mentorship initiatives are also included, aimed at presenting successful transgender individuals as role models and advocates for equal opportunities.
