Saudi Arabia Introduces Fines for Unauthorized Hajj Participation

Saudi Arabia has announced penalties for individuals performing Hajj without a permit or those facilitating visit visa holders’ participation illegally. According to the interior ministry, fines of up to SR100,000 will be imposed on anyone assisting visit visa holders with transport, shelter, or other support enabling unauthorized performance of Hajj. These penalties apply from April 18 until April 30.

Individuals attempting to perform Hajj without a permit, including those entering or staying in Makkah during restricted periods, face fines up to SR20,000. Those applying for visit visas for individuals attempting to perform Hajj without permits will also be fined up to SR20,000 per person involved. Transporting or sheltering visit visa holders in Makkah or assisting them with accommodation or Hajj facilities is punishable by a fine of up to SR100,000.

Those who enter Makkah illegally to perform Hajj — whether residents or visa overstayers — will be deported and banned from re-entering the Kingdom for 10 years. Courts may order confiscation of vehicles used to transport visit visa holders to restricted holy sites during enforcement periods. Authorities urge compliance with Hajj regulations, warning against violations and encouraging public reporting of offenders by calling 911 in the Makkah region.
